Will Rooftop Roads Cure Moscow’s Traffic Jams?

Recently, the media had a field day with a sensational news story from Poland, where customs officers detained a German national driving a vintage1954 Moskvich sedan across the border. The German was charged with violating a Polish law on the protection of monuments, which prohibited the export of motor vehicles over 25 years old. The perpetrator faced a five year prison sentence if convicted. Polish justice, fortunately, showed clemency and let him off with a stern warning.
